I primissimi passi nel 1951

L'Europa supera la boa dei sessant'anni. E, come si dovrebbe fare in occasione di un anniversario, si formulano gli auguri, si volta fugacemente lo sguardo al cammino percorso e si torna a guardare avanti con fiducia. Il battesimo ufficiale della prima esperienza di concertazione sovranazionale fra sei nazioni del vecchio continente (Germania, Francia, Italia, Paesi Bassi, Belgio e Lussemburgo) risale al 18 aprile 1951: con la firma del Trattato di Parigi nasceva la Ceca, Comunità europea del carbone e dell'acciaio, alla quale avevano tenacemente lavorato gli statisti dell'epoca, trascinati dai francesi Robert Schuman e Jean Monnet, dal tedesco Konrad Adenauer e dall'italiano Alcide De Gasperi.

La via era stata indicata un anno prima, il 9 maggio 1950, con la Dichiarazione Schuman, che aveva affermato: "La pace mondiale non potrà essere salvaguardata se non con sforzi creativi, proporzionali ai pericoli che la minacciano…. L'Europa non potrà farsi un una sola volta, né sarà costruita tutta insieme; essa sorgerà da realizzazioni concrete che creino anzitutto una solidarietà di fatto… Il governo francese propone di mettere l'insieme della Franco-German production of coal and steel under a common High Authority, within the framework of an organization to the participation of other European countries. Given that the Czech was born with a strong connotation of "concrete", the EU, its rightful heir, is expected to produce visible results for citizens. Objectives to be pursued in various fields: economy, employment, energy supply, consumer protection, regional development, environment, research, culture, security, and other fields of competence, given that States Parties have transferred to institutions in Brussels and Strasbourg part of their legislative authority and policy. The results - already tested in many fields - can convince the public that Europe is necessary, particularly in an international situation more complex and interdependent.

To do this, however, imperative that the common institutions strengthen and improve their decision-making capacity. For this purpose it was written the Lisbon Treaty, which entered into force one year ago, which has already been granted a limited review in order to establish the mechanism of the European stability, precisely oriented to financial stability and economic governance. The consolidation of the EU and its institutions depends, however, in large part by national governments: the European community still sees the prevailing character "intergovernmental", for which the 27 governments meeting in the Council hold a high decision-making power over dell'Europarlamento and that the Commission, the two institutions "more community". If the Prime Minister will lay Europe the weapon of nationalism and the interests of the parties that for several years discouraged the integration to the EU will open new prospects for development and operation.

There is to be hoped that the EU can involve citizens more for a true participatory democracy. Moves in this direction, for example, the 'citizens' initiative "adopted by the Lisbon Treaty, through which a million people in seven states can apply for a European law. Similarly, the new treaty established the involvement of churches and religious communities in the process of integration, recognizing the broad representativeness, moral authority and presence rooted in history and Europe in today. A commitment - and a challenge - that Christian communities have long been shown to take up with determination.

Not least, it is expected that the Union can establish itself as a global actor, to promote peace, democracy, human rights and fundamental freedoms (eg freedom of religion, severely threatened offense and even in these days), the values \u200b\u200binscribed in the DNA of the European community.
